Guide to Completing Application Forms

Information to assist you to make an application for consent to discharge trade wastes.

The Application Forms

The application has two sections, Part A and Part B. One Part A and at least one Part B is required with each application.
Part A
This applies to the total site and to the total trade waste flow.
Questions 1-5 Provide details of the occupier (ie. company or other body) requesting the Trade Wastes Consent and the site address from which the discharge of trade wastes occur.

Questions 6-7 Provide details of the actual owner of the property which the occupier operates from.

Question 8 The council rate number is the billing/assessment number/code which identifies your rates demand for your local territorial council.

Question 9-10 The name and position of the person authorised to sign the application forms, and acting in the general management or control of the trade premises.

Question 11-14 If applicable provide details of the consultant/agent who is assisting the occupier to complete the application forms.

Question 15 Tick the appropriate box that your application relates to.

Question 16 Give a brief description of the type of industry/process carried out by the occupier.

Question 17 Describe the individual processes that generate trade wastes to be discharged to the sewer (eg: chrome plating).

Why do we have to complete an Application Form and obtain a consent to discharge trade wastes to the wastewater collection system?

Trade Waste's discharge consents are necessary in order to manage and operate a safe and successful wastewater collection, treatment and disposal system. There must be effective control over the entry of substances which could jeopardise the health and safety of wastewater workers, the integrity of the collection system and Wastewater Treatment Plant processes, and the environment.
The need for such control was recognised more than 35 years ago when the Wastewater Treatment Plant at Mangere was designed and constructed to take industrial as well as domestic wastewater.
The quantity and quality of commercial and industrial waste discharged into the wastewater collection system is controlled through the Trade Wastes Bylaw 1991 and administered by Watercare Services Limited.

Businesses that wish to discharge industrial and other wastes must apply to Watercare for a consent to do so and have a responsibility to ensure that their waste products comply with the provisions of the consent at all times.

These explanatory Notes correspond to the numbered questions in the Application for Consent to Discharge Trade Waste Part A & B forms. These notes are not part of the Trade Wastes Bylaw 1991 but are intended to assist you in completing the application forms.

Question 18 a) & b)
If condensing or cooling water is used as a part of a process by the company please provide details.

Question 19
If open areas on the site collect rain/stormwater which discharges to the sanitary sewer, please provide details.

Question 20
Does your domestic wastewater (eg. from toilets, showers, hand basins) combine with trade wastes prior to the suitable sampling and measuring point?

Question 21
Provide a site plan with your application forms which clearly shows the location of the listed features, where applicable.

Question 22
Provide an outline/schematic drawing of the listed features such as all fixtures, tanks, pits and apparatus where associated with the generation and treatment of trade waste where applicable.

Question 23
Name the council or other organisation which is supplying the company's water and provide the Billing/Assessment number that appears on water rates demand. Locate site water meter(s) and obtain the serial number from each meter. Estimate the cubic meters of water used per day and calculate the yearly usage.
*Please note there are 1,000 litres in 1 cubic metre.
Question 24 If the company uses water from other sources (eg. bore water or tank water) please specify. Estimate the cubic meters of water used per day and per year.

Question 25
Provide details of the company's discharge rate, volumes & peak times. This can be worked out by:
1. Reading your water meter(s) at 8.00 am, 4.00 pm and again at 8.00 am the following morning for several days (the more readings you obtain, the more accurate your calculations will be).
2. A review of your past water rate bills. If you are a new company and currently not operating, please give your best estimate for these figures.
3. Using actual measured discharged volumes from your own or Watercare's monitoring:
a) Calculate the average volume used per day by taking the volume used per year, and dividing it by the number of working days.
b) Take the 24 hr water meter reading, during your peak usage period.
i.e. 8.00 am to 8.00 am the following day convert to cubic metres. (If you are not currently at peak, please estimate using a past water rate bill or from production records).
c) Take the highest 8 hr water meter reading during your peak period usage, convert to cubic metres. Take the difference between the 8.00 am & 4.00 pm water readings and divide by 28.8 to get litres/second per 8 hr.
i.e. 100 cu.m 28.8 = 3.5 litres per second.
d) Estimate the time of day when your discharge rate is at its highest and the duration of this peak.
e) Calculate the maximum rate of trade wastes discharge taking the peak volume of water used per day and duration of this peak (as in (d)).

Follow this example:
During the day the maximum rate of discharge is 20 m3 over a 2 hr period:
i.e. 20 cubic metres in 2 hrs = 10 cu.m per hr
10 cu.m per hr 60 = 0.17 cu.m/min
0.17 cu.m per min 60 = 0.0028x1000 = 2.8 litres/sec.
f) Does the occupier discharge larger volumes during a particular season of the year? If yes, provide the month(s) when the company is discharging at peak (i.e. discharging the highest volumes of trade wastes).

Question 26 Provide the maximum temperature of the discharge, as tested with a thermometer.

Question 27 Test the pH of the discharge after it has left the process area(s) but prior to entering the sewer.

Question 28
Refer to the Trade Wastes Bylaw for the lists of Injurious Substances in Groups 1 and 2. If the occupier does store, use, or generate any of these chemicals please list them on the Itemised Sources of Potential Liquid Wastes form (TW-SOURCES) in Part B.

Question 29
Refer to the Trade Waste's Bylaw 1991 for the lists of Noxious Matter listed in

Guide 3
Groups 3 and 4.
If the occupier does store, use of generate any of these chemicals please list them on the Itemised Sources of Potential Liquid Waste form (TW-SOURCES) in Part B.

Question 30
Please provide Material Safety Data Sheets for all chemicals discharged. These data sheets must describe the chemical composition of the material used. Material Safety Data Sheets are available from the supplier of the chemicals.

Question 31 The occupier/authorised employee is required to sign and date the application form in front of a person authorised to witness a statutory declaration.

Part B
A Part B form is required for each process or group of processes which generates trade wastes and are discharged through a separate pre-treatment system or a separate point of discharge to the public sewer.

Question 1
Provide details of the occupier (ie. company or other body) requesting the Trade Wastes Consent.

Question 2
Name the section or process that this particular Part B form is for.

Question 3
Provide details of the sources, nature, volume, rate and methods of discharge that occurs from each process. This information is to be recorded on the form TW-Sources entitled Itemised Sources of Potential Liquid Wastes.

Please ensure that all potential wastes are identified. Watercare Services requires this information to ensure the protection of sewers, treatment plant, sewers workers and the receiving environment.

Question 4 Location plan of process.

Question 5 Provide details of process pre - treatment systems.

Question 6
If heavy metals, as listed under Group 2 substances of the Trade Wastes Bylaw 1991, are used in part of this process and are to
be discharged to the sewer complete the form TW-MASS - entitled Application for Mass and Concentration Limits of Toxic Substances.

For Group 2 substances (heavy metals) you must determine both the concentration and the daily mass amounts that you need to discharge.

Question 7 Provide discharge test results for heavy metals if used in the process. Where applicable provide details of cleaner production and waste minimisation initiatives that the company has adopted/trialled to reduce the discharge of toxic substances.

The term of any consent (and even whether or not a consent is given) will depend on the degree to which an occupier has taken steps to minimise the discharge of restricted substances through waste minimisation and cleaner production principles.

Question 8 The occupier/authorised employee is required to sign and date the form.

General Notes
If you do not ask for the right to discharge restricted substances they will not be listed in your consent and you will therefore be prohibited from discharging these substances. When submitting test results you should ensure that representative sampling has been undertaken over a peak workload period. This will ensure that the concentration and mass limits applied for will not be less than you require.
It is essential to assess your "worst case" peak and normal operation needs. These should be explained and justified.

A self-monitoring requirement will be a condition of all consents where restricted substances are authorised. The frequency and the extent of this testing (and reporting) will depend on the risk of non-compliance and the magnitude of the authorised discharge.

Laboratories
Many restricted substances may be stored and used in laboratories. These do not need to be

detailed. It is sufficient to note the existence and location of any laboratories on your site.
Variations to Discharge Consents
If you wish to vary the quantity or quality of any waste you discharge or the manner in which you discharge, beyond the limits in your current consent you must apply for a variation to your consent.

Minor variations can be requested in a letter to Watercare Services Limited.
