When you have engineering approval from Auckland Council, you may need to apply to Watercare for a pre-construction meeting. This meeting is to assess the approved plans, and discuss the building elements and schedule.

If appropriate our compliance inspectors will confirm the monitoring schedule. This can include site inspections or audits, and is based on the risk level of your project.

The compliance statements that apply to this stage are:

• CS3 Construction works
  You will be required to submit CS3s signed by the qualified contractors who did the work. The number of statements will depend on the project.
• CS4 Construction monitoring
  For any development other than low-risk projects we also require a CS4. This must be completed by the design engineer who monitored the construction works. Our construction monitoring requirements are set out in the Construction Monitoring Framework.

Consultants and contractors are required to self-certify their work with compliance statements and provide quality control evidence. This largely eliminates the need for scheduled inspections. However, we still carry out audits randomly at different stages of construction.

High-risk developments may still need scheduled inspections. We will confirm this at the pre-construction meeting.
