What is the Infrastructure Growth Charge

Infrastructure Growth Charges (IGCs) are a one off charge paid when a new development connects to water and wastewater networks, or an existing connection increases its use.

IGCs help fund major upgrades to large new pipes, pump stations, reservoirs and treatment plants (known as bulk infrastructure) that support growth. They contribute to funding infrastructure that benefits growth as a whole, not a single site.

The IGC ensures those who create new demand contribute to the cost of increasing capacity and resilience. It supports long-term planning, ensures Aucklanders aren’t subsidising private development, and avoids passing the cost of today’s growth onto future generations.

Without IGC, more growth-related investment would need to be recovered through operational charges, which would cost all customers more for their water and wastewater services.


Local network upgrades

IGCs do not fund local network upgrades. When a development creates more demand than exists in the local network, developers are responsible for funding those local water or wastewater network upgrades separately through consenting and construction.
