Upgrades are required to cater for development in the Waikōwhai | Mt Roskill area.

Why is the project needed?

We are undertaking upgrades to the water network to cater for current and future development along with population growth. The current water network cannot cater for any further growth in the Waikōwhai/Mt Roskill area. This project will enable 4,000 dwellings that are proposed by Kainga Ora, plus 170 infill dwellings within the Waikōwhai/Mt Roskill area.

Watermains construction on the western side of Richardson Road and into Penney Avenue

Stage 2 works on Penney Avenue
From Monday 27 November 2023, our crew started construction works from the Penney Avenue/Richardson Road intersection to the Penney Avenue/Boyce Avenue intersection.  We will have a complete road closure for this section of works with resident only access. Shop parking will not be available on Penney Avenue, but the parking spaces will still be available on Richardson Road. Pedestrian access to the shops on Penney Avenue/Richardson Road will be always maintained. We estimate, these works will be completed by approximately 22 December 2023 (weather dependent). 

  • Please refer to the map below for the section of work and traffic management in place (please note that from Monday 27 November until Friday 1 December traffic management will extend from Penney Ave down to Freer Street/Richardson Road intersection. After Friday 1 December traffic management will be in place as shown on the map below).

How will this affect you?

  • Working hours – will be from 7am to 6pm, Monday to Friday. We will only work Saturdays if required.  

  • Traffic management – will be in place 24/7 during construction for the safety of the public, traffic, and our workers. As we are open trenching on the road, Richardson Road will be reduced to one-way, so please follow the detours and allow more time for travel. Resident vehicle access in the excavation area may be restricted during working hours. The traffic controllers on-site will advise when you can get past. Please expect delays. Vehicle access may be unavailable for properties near the open excavations. If there is a need to restrict vehicle access to your property, you will be notified in advance of the exact timing of the restrictions.  

  • Construction works - will generate some noise and vibration, however, levels will be kept to a minimum and in accordance with Auckland Council, consent conditions and the certified construction, noise and vibration management plan. 

Watermains construction on the eastern side of Richardson Road  

From Monday 27 November 2023, our crew started construction works from the Dominion Road/Richardson Road roundabout to the intersection of Nash Road/Richardson Road. Traffic will be able to travel in an east bound direction, but a detour will be in place travelling in a west bound direction. 

We estimate, these works will be completed by approximately 22 December 2023 (weather dependent).

Richardson East

 How will this affect you?  

  • Working hours – will be from 7am to 6pm, Monday to Friday. We will only work Saturdays if required.

Resident vehicle access in the excavation area may be restricted during working hours. The traffic controllers on site will advise when you can get past. Please expect delays. Vehicle access may be unavailable for properties near the open excavations. If there is a need for vehicle access to your property to be restricted, you will be notified in advance of the exact timing of the restrictions with a separate notice. A detour will be in place for general traffic. 

  • Construction works - will generate some noise and vibration, however, levels will be kept to a minimum and in accordance with Auckland Council, consent conditions and the certified construction, noise and vibration management plan. 

The Proposal

The project comprises the following:  

  • Approximately 5,750 metres of watermains will be constructed, ranging in diameter from 300mm to 450mm. It is estimated the construction of the watermains will take approximately 18 months to complete.
  • One new bulk supply point.
  • A new booster pump station at 1374 Dominion Road (adjacent to the Akarana Golf Club) to replace the existing Hillsborough Pump Station.

What’s happening now?  

The dates for the proposed works are:  

  • March 2023 – construction of the Akarana pump station commenced. Works on the pump station are progressing well with an estimated completion date of March 2024.
